PROGRAM MANAGER - Scholar Development, Gates Millennium Scholars Asian & Pacific Islander American Scholarship Fund

The Gates Millennium Scholars (GMS), funded by a grant from the Bill & Melinda Gates Foundation, was established in 1999 to provide outstanding African American, American Indian/Alaska Natives, Asian Pacific Islander Americans, and Hispanic American students with an opportunity to complete an undergraduate college education, in all discipline areas and a graduate education for those students pursuing studies in mathematics, science, engineering, education, library science, or public health. The goal of GMS is to promote academic excellence and to provide an opportunity for thousands of outstanding students with significant financial need to reach their fullest potential.

The Bill & Melinda Gates Foundation established the initiative to encourage and support students to complete college and continue on to earn master’s and doctoral degrees in disciplines in which their ethnic and racial groups are currently underrepresented. The Gates Millennium Scholars award will enable young Americans to attend undergraduate and graduate institutions of their choice and be prepared to assume important roles as leaders in their professions and in their communities. GMS is administered by the United Negro College Fund (UNCF) in partnership with the Asian & Pacific Islander American Scholarship Fund (APIASF), a new national organization devoted solely to the financial scholarship needs of Asian and Pacific Islander American students. APIASF’s vision is to see that all Asian and Pacific Islander Americans who wish to pursue higher education have that opportunity, regardless of their ethnicity, national origin or financial means. PRIMARY DUTIES AND RESPONSIBILITIES

· The Program Manager develops, recommends and implements strategic and operational plans for the GMS-APIA Scholar Development component that encompasses academic empowerment, leadership development, mentoring, community building and alumni relations.

· This position, based in Washington, D.C., reports to the Director, Gates Millennium Scholars.

· This position requires some travel.

REQUIRED QUALIFICATIONS

· Master’s degree in education or related area

· Proven record of at least five years experience in the area of student support services in higher education or related area

· Demonstrated ability in program development

· Demonstrated experience in leadership development

· Ability to work independently, and in team settings

· Demonstrated skills in fostering interagency collaboration

· Knowledge of program evaluation procedures

· Demonstrated knowledge of and ability to work with diverse constituencies in the Asian American and Pacific Islander communities

· Outstanding interpersonal and communication skills

· Commitment to student development and expanding access to higher education for Asian American and Pacific Islander communities

COMPENSATION AND BENEFITS

Got spirit? Let’s hear it! Show us your school spirit by donning your school’s gear at the statewide meeting this coming Saturday, October 7th, 2006 from 12:00 – 3:30 p.m.! Along with our host school, Gustavus Adolphus College, we invite you all to join us at the Carlson International Center for a day of learning and networking.

Come to connect with other Hmong college students like yourself, and get informed and updated on HCSM on-going and future events. This year’s first statewide meeting will be utilized to discuss an activism-based program to be implemented in the spring on current and important issues that pertain to the Hmong community and culture. We will also be discussing guidelines pertaining to the repsonsibilities of school affiliate membership and school representatives.
